Hugo leads Norm from Brussels, where he served four years as Ambassador and Head of Mission to the EU, Belgium and Luxembourg before co-founding the firm, after fifteen years inside the Brussels institutional ecosystem.

He is known for turning regulatory complexity — eIDAS 2.0, the Digital Services Act, the Green Deal, the AI Act — into strategy that holds in the real world, for funds, scale-ups and sovereign clients. He convenes The Talk, the firm's closed-door dialogue series.
